This is the game from the Tunisian perspective. 
The "core" was lucky in overrunning Morocco and finding little resistance in Italy, but Arabia we had to fight for and they made a serious fight of it. 
"Cooperates"  means the exchange of information when it is suited advantageous. 
"Enemy, but not now" are either TA's of active opponents or nations Tunisia has exchanged bombs and grenades with, but not for the last 8 turns.
